Sheila McNeil – Professional Biography
Sheila McNeil is a seasoned public servant, policy strategist, and community leader with more than 15 years of experience driving impactful change across government, education, and economic development sectors. Known for her strategic vision and results-oriented leadership, she has consistently advanced initiatives that strengthen communities, create jobs, and improve quality of life.
Born, raised, and educated in San Antonio, Texas, McNeil graduated from Sam Houston High School before pursuing higher education at Oakwood University in Huntsville, Alabama, where she earned a Bachelor of Social Work. She began her professional career in the Washington, D.C. area, working with the American Bankers Association and D.C. Public Schools, gaining valuable experience in administration and public service.
Recognizing the importance of advanced education in shaping public policy, McNeil returned to San Antonio to earn a Master of Public Administration from the University of Texas at San Antonio. Shortly after completing her graduate studies, a meeting with her city council member about a community issue led to an immediate opportunity to serve as a legislative aide—marking the beginning of her distinguished career in government.
McNeil went on to serve both her council member and his successor before being recruited as a legislative aide to the Texas House of Representatives for District 120. Her leadership and dedication quickly gained recognition, and she was encouraged by community leaders to run for public office. Accepting the call to serve, she mounted a successful campaign and unseated an incumbent city council member.
Sheila McNeil served two terms on the San Antonio City Council, where she held key leadership roles, including Chair of the Metropolitan Planning Organization, Infrastructure Growth Committee, and Internal Government Relations Committee. She also served as Co-Chair of the Military Transformation Task Force and contributed to numerous boards and commissions at the local, state, and national levels. Her affiliations included the National League of Cities Economic Development Committee, the Texas Municipal League, and the National Association of Black Local Elected Officials.
During her tenure, McNeil oversaw the implementation of more than $150 million in economic development projects, contributing to the creation of over 15,000 jobs. Her work reflects a deep commitment to sustainable growth, infrastructure investment, and economic opportunity.
In addition to her public service, McNeil spent a decade as a political science professor at the University of Texas at San Antonio, shaping the next generation of leaders. She has also been a successful business consultant for over 15 years, advising organizations on strategy, governance, and organizational development.
Most recently, she served as Chair of the Madison County Democrats from 2023 to 2026, continuing her commitment to civic engagement and political leadership.
A lifelong member of the Seventh-day Adventist Church, McNeil’s leadership is grounded in faith, service, and a passion for empowering communities.
